Though you'll find a bunch of dead Waterwings, only a few of them will have the resources you need, so continue to search the Waterwings until you find an intact Wing Membrane and a Ballast Regulator. The pings are brief, so spam R3 to continually ping nearby loot. As seen in the image below, the loot will be pinged by circles that grow in size as you get closer. Once in the water, press R3 to use your Focus to ping nearby loot, including Waterwing carcasses. To find these parts, dive into the Snapmaw-infested waters just south of Fleet's End.
